    "content": " Mr. Temporary Deputy Speaker, Sir, I want to give a free advice to my friend, hon. Kioni, that interpretation of the Constitution is the work of the court. We are about to form the Supreme Court. He can take this Motion there in two weeks’ time. I said that under Article 44(1), every person has the right to use a language and to participate in the cultural life of the person’s choice. For instance, it is my constitutional right to use the Somali language in both public and private. Doing so is not a favour. It is the Constitution which has given me that right. Therefore, nobody can deny me that right by legislating through a Private Member’s Motion. We must uphold the Constitution."
