    "content": "Much obliged hon. Speaker. As you are aware, the first Supplementary Estimates for 2013/2014 were submitted by the National Treasury to this august House. Thereafter, the Supplementary Estimates were laid on the Table on 12th February, 2014 and before the Budget and Appropriations Committee. Hon. Speaker, as my Committee prepares a report on the Supplementary Estimates, I wish to draw the attention of the Chairpersons of the Departmental Committees to the Standing Order No.216(5)(a) which provides that the Department Committees shall investigate and inquire into, and report on all matters relating to the mandate, management, activities, administration, operations and estimates of the assigned Ministries and departments. Indeed, in processing the Supplementary Estimates, as is the case with the Annual Estimates of Expenditure, Standing Order No. 235(3) applies. This Standing Order provides that upon being laid before the House, the Estimates shall be deemed to have been committed to each Departmental Committee without question put, for each such committee to deliberate upon according to their respective mandates. At this stage, the Chairpersons of the Departmental Committees may raise issues related to Ministries and their dockets, if any. In this regard, each Departmental Committee should consider, discuss and review the Supplementary Estimates according to its mandate and submit its report and recommendations to the Budget and Appropriations Committee as soon as practically possible, but not later than close of business on Tuesday, 18th February, 2014."
