    "content": "Hon. Speaker, finally is the question of command structure of the National Police Service. It is patently clear in the First Schedule what the structure is supposed to be; as my colleague, hon. Jakoyo, pointed out earlier on, the Administration Police (AP) Service falls squarely under the ambit of the Office of the IG. For the command structure to be changed to bring on board some strange offices in the name of Deputy County Commissioners, the law has to be changed and amended and this law is the Constitution and not the National Police Service Act."
