    "content": "The reason why we are giving a human resource person to be in command of security issues in a country is because we, as a country, are reactive. We reacted to the post-election violence and that is why we want to give somebody else powers instead of the police. We are failing to understand that the post-election violence had some underlining factors that made this country to be where it was."
