    "content": "Thank you, hon. Temporary Deputy Speaker. First, I want to wish you and the entire House a happy new year. I hope that we will debate soberly and reflect on all our discussions so that we can be fair to the country. As I stand here, I want to oppose the Motion. I want to commend the Committee for doing a very good job. When you read the discussions and the deliberations of the Committee and the recommendations that they have come up with, they do not tally. I have gone through the Report and I am also going through the amendments that they have brought up and I am finding it very difficult to support the Bill. The Bill should form the basis of the discussion and the contributions which they received from Members. The Committee got opinions from various stakeholders. They gave their inputs and after going through the inputs, they sat down and came up with various recommendations. When I go through the recommendations in the Report and the amendments that they are bringing in the Act, we need directions here. The Committee sat down and came up with recommendations, Members have given their inputs and have taken their valuable time. But what is in the Act is completely different from the amendments that have been brought. I do not know what we need to do. As much as I am against the Bill, we need to have the way forward. Members have given their Report and when you check their recommendations or amendments, they are completely against what is in their Report. What is the basis of this Report? The basis of the Report should be the discussions and the contributions of Members. There are some areas where you find the amendments completely violates the Constitution which we all swore to protect.
