But more importantly and more fundamental, we want to bring in the Cabinet Secretary. The Constitution of Kenya is very clear that the Cabinet Secretary is not required at all. The Commissioner has been given unvetted authority to run the Police Force. So, what effect, advantage or help will the Cabinet Secretary bring except to interfere with the office?"
