    "content": "The other thing that I want to really bring out - and it has been brought out quite well - is the whole issue of the contradictions that the Bill and even the Act initially had in relation to the Constitution. There is no one institution that can speak very well to this other than the Commission on the Implementation of the Constitution (CIC). The Committee had a chance to meet with CIC. The CIC has many times also brought in some of the things that they thought would have been more useful. If you look at some of these things - and I just want to isolate one - one of my good friends has been talking about it in terms of the issue of firearms and property.
