    "content": "The other thing that is out clearly is the number of times that consultations are talked about in reference to the relation between the Commission and the Cabinet Secretary. I think this is something that needs to be looked at afresh; such that we do not need to interfere with the independence of the Commission because of constant back and forth consultations that the amendment is talking about. The question is whether we need to allow the Cabinet Secretary to be consulting constantly with the Commission. Then that erodes the kind of independence that we are talking about."
