    "content": "(b)Since then, the CDF Board has made efforts to recruit a Fund Manager for North Horr and other constituencies that did not have Fund Managers. Indeed, seven Fund Managers were recruited on 8th June, 2009 and a Mr. Edmond Otaba, one of the new officers posted to North Horr on 29th June, 2009 declined to take up the position. Following that development, Mr. Elena Kuka Isaac was again requested to act as a Fund Manager in North Horr."
