I really want to support the amendment but I wanted to bring in a few things of concern that are important for us to check or look into as we go through the issue of amending the Public Procurement and Disposal Act. One, it is in terms of the administrative processes that follow in terms of procurement. At the moment, when we talk about the youth it is clear in terms of where they can get the requirements. On the disability side, there is nothing like that in terms of administrative processes. So, the youths are supposed to get these documents from the KRA and the Treasury and it is very clear that they can get that, but it is not clear in terms of the disability groups. The other thing that is important for us to know is the extent to which bigger or older contractors or companies are involved in syndicates with the youth. This is something that needs to be looked at very clearly, so that the youth compete among themselves for purposes of the jobs that are there.
