    "content": "I rise to support this particular idea to increase the level of benefit to the youth to 30 per cent of procurement. I say that because I come from an urban constituency which has a lot of problems of unemployment. Until we are able to deal with the crisis of the youth in our country; a crisis that is going to create a lot of problems, we need to invest, promote and actively engage young people. One of the ways to do this, is to provide them with economic opportunities where they can advance themselves, become self sufficient and become citizens that are contributing to the productivity and the growth of our community and our economy. I think, if you look at the rules that are normally put in place, it is almost impossible for young people to benefit from many of the things that we have encouraged them to look for in terms of procurement and contracts. The odds are against them and it is very difficult for them to compete against the big “sharks” who normally want those tenders. That is why I agree with what some of the Members of Parliament have said with regard to reducing the restrictions, rules and regulations so that there is more access to benefit the large number of young people who would like to get into the job market and be productive in our society.
