    "content": "Thank you, hon. Temporary Deputy Speaker. I was saying that hon. Sakaja is not right that this Bill limits Article 27 of the Constitution. It is my considered opinion that the amendment he is moving is actually not limiting the Constitution because it is a positive right. That is because he is giving the youth something that has not been given to them. So, it actually gives effect to Article 27(6) of the Constitution which is then not a limitation in the manner that Article 24 envisages."
