    "content": "Hon. Speaker, we have a timeline; there is Kshs6 billion lying idle and the end of the financial year is around the corner. At the stage of implementation, which is a process--- Even when we implement the Uwezo Fund in collaboration with the Ministry of Devolution, we might encounter many challenges. We expect to come back to the House and amend the same regulations. Therefore, what we are doing is not infinite; it is not the end. When we go to implement these Uwezo Fund Regulations in the Muslim areas, where I come from, in the other parts of the country and in our own diverse constituencies, we might face problems and we might come back here. Even if there are issues, let us first launch the Fund and our people get the money and then we will see as we go on, because this is a long-term process."
