    "content": "Hon. Speaker, I wish to second the Motion. As I do so, I wish to thank his Excellency the President for honouring the promise he gave to the youth and the women of Kenya during the campaigns. He promised that the Kshs6 billion which was set aside for the presidential run-off would be given to the women and the youth of this country. I also wish to thank this House for approving this allocation in the 2013/2014 Financial Year. That is why it is now possible to discuss this Fund.
