    "content": "Thank you, hon. Temporary Deputy Chairman. As much as I would like to support this amendment, I would like to raise a concern. The issue of capacity building has remained the ground for misappropriation. Therefore, I have concern when we are not very clear on who will do the capacity building, given the fact that we have already removed the National Youth Council from the Committee. However, I support this Regulation for the simple reason of moving forward. But I would like to see us revisit the capacity building issue very soon."
