Speaker, the AFFA Act, as amended, creates a single body charged with the regulatory functions currently performed by various entities within the agricultural sector in the country. Additionally, on the relationships between COMESA and the AFFA Act, the Ministry of Agriculture, Livestock and Fisheries was to develop safeguard mechanisms to regulate the importation of sugar into the country through the allocation of special quotas for local sugar. The process began in March, 2012 and is supposed to end in February, 2013. The process is targeted at making locally produced sugar more competitive. However, there have been no attempts by the Ministry towards the development of a regulatory and legislative framework to operationalise the AFFA Act."
