    "content": "Thank you, hon. Speaker. I am a senior Member of this Committee. I have also been following what has been happening. In terms of operationalisation, the AFFA Act, 2013 was partly operationalised on 17th January, 2004 because we could not collapse the State corporations under the AFFA Act since the Crops Act had not been operationalised. The two Acts are inter-related. The COMESA safeguards are due to be removed by 28th February, 2014. It is not for us to operationalise the COMESA Act. This is an international treaty that was signed by the Government of Kenya. Therefore, they will automatically be operationalised. However, I am aware that His Excellency the President is appealing to COMESA to extend the safeguards that are in place, so that the country can privatise its companies internally so that they can compete with other COMESA sugar producing companies.
