    "content": "Article 201 of the Constitution demands that there shall be public participation in all financial matters. In this respect, there will be need for my Committee to facilitate a stakeholder consultation which we hope will be held by 24th February, 2014. The report-writing by my Committee will commence thereafter pursuant to Paragraphs 7 and 8. We shall include a schedule of ceilings of resources recommended for the national Government, the Judiciary and Parliament. That is in line with Standing Order 232 (6). If need be, my Committee may invite the Cabinet Secretary, National Treasury, Commission on Revenue Allocation and other stakeholders on 27th February this year, before finalizing the report. The approval of the report by the House will be done by a Motion and this we must, as I have already said, be done by 28th February this year. It will, of course, constitute the resolution of this House on that very important instrument. The electronic version of the Official Hansard Report is for information purposesonly.
