The previous Parliament, I am sure maybe was asleep like I was sleeping a little while earlier, gave the governors some sense of importance beyond what they are. Two or three weeks ago one of the governors said we have got 48 equal governments in this country. That is to say that governor, who is the chairman of a council, is equal to the President of the Republic of Kenya. Do you understand? The Judiciary is trying to promote that."
