    "content": "Mr. Speaker, Sir, reforms in the financial sector are aimed at increasing access to financial services, greater efficiency and improving the overall stability of the financial system. Over the recent past, financial access to Kenyans has improved with about 40 per cent of our people now having access to formal financial services, up from 25 per cent five years ago. Innovative financial products and services are expanding financial access helped by mobile banking and widespread penetration of mobile phones that now stands at almost one cell phone per adult citizen."
