    "content": "Mr. Temporary Speaker, Sir, this is really regrettable. The Ministry responsible for roads makes a budget and they say: We require so much money for this project. Unfortunately because of the financing challenges and the competing interests, Treasury is not able to allocate the amount requested by the Ministry in charge of roads. So, the problem really is elsewhere. It is with the Treasury and not the people in charge of the roads."
