    "content": "Mr. Temporary Speaker, Sir, I agree with the position that you have advised, but I would say that this matter, perhaps, goes beyond even the mandate of this Committee. The truth of the matter is that the Ministry in charge of roads makes a budget, which is agreed upon by everybody. Unfortunately, at the time of releasing funds, sufficient funds are not available to meet the requirements of that budget. So, it is really a matter which will involve other Committees of this House, including the Budget Committee, Committee on Finance, Commerce and Economic Affairs and so on, so that emphasis can be given to the issue of providing sufficient funds in accordance with what has been budgeted for from the very beginning. That is the only way that we can move ahead and complete projects which have been planned."
