    "content": " As a matter of clarity, do I understand the Chair to direct the House that anytime we use the phrase “highly placed” it becomes a no-go zone and it refers to the Head of State? If anybody wants to refer to the Head of State, he will say “Head of State”. A highly placed person could even be the Speaker of this House where you are sitting or even the Clerk of this House; it could be a Senator and so on. All those are highly placed persons."
