    "content": "Mr. Temporary Speaker, Sir, the situation we have here is regrettable. We have areas which have populations or people who cannot read or write. The largest population is in the North Eastern where 87 per cent are illiterate. Nairobi has the least, with 8 per cent. What we have here is diversity. It shows that we have different areas receiving education, but others do not access it at all. As a result of that, we have a great diversity of education accessibility. That is why this Motion calls for a policy on adult education to make sure such education reaches who were not able to access formal education at the lower levels; that is below 15 years of age. Statistics indicate that there is danger unless we have a system to take care of that. What we have here is that the Government has come up with Adult Education Programme (AEP) which caters for those who cannot afford to read, write and those that the Government can help to move from that level to the next one. It is regrettable that this is happening many years after 1948, when the charter for universal human rights was created. It is a human right for everybody to access education. Kenya is a signatory to this convention. Kenya is also a signatory to many other conventions that have come up after this one. There is the Jauntier (SP) Charter which was established in Cambodia and several other conventions that were signed.
