    "content": "Mr. Speaker, Sir, while we are doing this, we take cognizance of the fact that the Constitution devolves certain functions to the county governments to be funded by, at least, 15 per cent of the most recently audited revenues collected. Cognizant of the important role that the CDF has played in our rural areas and having taken into account disbursements to the Local Authorities Transfer Fund (LATF) and Kenya Revenue Authority (KRA), who are a charge on the same ordinary revenue base, I have allocated Kshs17.2 billion for CDF in 2011/2012 up from Kshs14.5 billion in the previous fiscal year, a 19 per cent growth."
