    "content": "Mr. Speaker, Sir, just like in the case of cigarettes, the reform measures in beer taxation is also aimed at meeting the simplicity principle and discouraging abuse of beer. We do propose to introduce a similar reform measure to harmonise the rates of beer at Kshs70 per litre or 40 per cent of the retailing price, whichever is higher. This will also address administrative challenges emanating from misclassification to reduce tax liability."
