    "content": "Hon. Speaker, I am again very happy to support what His Excellencies the President and the Deputy President said. They took the bold step to open up a national debate to check the ballooning and almost bursting national wage bill. It is on that basis that I would wish to say that in as much as we are saying we need to reduce the wage bill, we must also take cognisance of some institutions in the Constitution that “eat” into that wage bill. They increase the wage bill."
