    "content": "This process should include a macro review of the Estimates by the Budget Committee. As a third step, subject to abiding by the Constitution and the laws, I think that during the transition period, while the Deputy Prime Minister and Minister for Finance is a Member of this House, he may, if he is so minded, present his Financial Statement to the House and upon conclusion, lay the necessary documents in the House for review by the relevant Committee, together with the Estimates."
