    "content": "I am just concerned that the explanation of the Leader of Majority Party narrows to exemption, while we know that you can exempt a product, but going down to the raw materials, if that is not properly done through zero-rating, then the same is effected and passed over to the consumers. He should come clean because this is what I think hon. Ng’ongo is trying to address through this Bill."
