    "content": "The VAT Act, 2013 is said to have created more complexity and inefficiency. On one hand it is said to be unproductive. At the Committee Stage of this Bill, we must go further from the amendment and look at how the VAT Act, 2013 can be made simpler, so that the Government is able to collect revenue; we must look at how exemption and zero- rating can be effected in a more simple and efficient manner."
