    "content": " Mr. Temporary Speaker, Sir, this is a procedural Motion, but a very important one. We have been waiting for Bill No.3. We had tasked the committee chaired by the distinguished Senator for Busia County to bring a comprehensive raft of amendments to various statutes that touch on devolution, to bring them to speed with the current dispensation. I hope the Bill contains all this. It is time that we moved away from engaging in debating Motions full time and address matters of legislation that will help not only enhance and strengthen devolution, but which will change the lives of Kenyans. I see we have an Alcoholic Drinks Control (Amendment) Bill, 2014. I hope it is not influenced by Mututho. But let it come, we will be able to debate it. I urge that we support this. The committees to which the Bills will be committed after First Reading today should also move expeditiously and report back to the House in the shortest time possible, so that we are able to do our work of legislation. Mr. Temporary Speaker, Sir, I beg to support."
