    "content": "Thereafter, there was a Motion moved on 25th February on the Floor of the National Assembly and it was agreed on, on Wednesday, February 26th by the National Assembly. Pursuant to Standing Order No.41 (1), the Speaker of the National Assembly conveyed the Message to the Senate vide Message Ref: No.1 of 2014 dated February 2014, that the National Assembly by a resolution passed on Wednesday, February 26th, 2014 and pursuant to the provision of Article 127 (1) (d) of the Constitution, approved for appointment Dr. Abdullahi Ibrahim Ali and Mrs. Lorna Mumelo to be members of the Parliamentary Service Commission (PSC). The Speaker of the Senate received the conveyed message via letter Ref:No.KNA2/4/302 dated 26th February 2014. The Senate Standing Order No.40(6) provides that when the Speaker reports a message from the National Assembly under paragraphs 4 and 5, the message shall be deemed to have been laid before the Senate and the Speaker may as I had said earlier choose the three options. In this case, he chose the Committee. Mr. Temporary Speaker, Sir, we checked the following considerations in approving this appointment because we did not want to repeat what happened at the National Assembly because basically the same procedures will be followed; that is the academic qualifications, employment record, professional affiliations, potential conflict of interest, knowledge of the relevant subject, overall suitability for the position, tax compliance and integrity. Following this, my Committee agreed with the resolutions of the PSC and the passage of the Motion by the National Assembly. I, therefore, present for adoption this Report that upheld the decision of the National Assembly to have these two appointed as members of the Parliamentary Service Commission. Just to run through the qualifications, Mrs. Lorna Mutoro Mumelo, HSC, PhD from Canada, MA, Bachelor of Education with honors. She was a student at Masinde Muliro University where she did her PhD. She was also a student at Wales University with a Master of Arts degree. She was also a student at the University of Nairobi for her undergraduate and she also had a lot of professional experience at Shanzu Teachers College as the Dean of Students. She was at Shieywe Secondary School as Chief Principal, Moi Girls as Chief Principal and many other leadership positions. She belongs to very many professional organizations like the African Representative of the International Convention of Principals, Secretary to Kenya Secondary Schools Heads Association, Executive member and many others. She was also awarded the Head of State Commendation (HSC) and Head of State elevation to Job Group “M” and based on this, we fully encourage the House to adopt this Report and approve her appointment. Mr. Temporary Speaker, Sir, the second person is Hon. (Dr.) Abdullahi Ibrahim Ali who has a Masters degree in executive business administration from Moi University. He studied Bachelor of Medicine and Bachelor of Surgery at the University of Nairobi. He was a student at Kangaru High School where he sat his KACE. He also has a lot of professional experience. He was a board member of the Kenya Tourist Development Corporation.
