    "content": "Hon. Speaker, this Petition is really timely. Even though this particular Petition has been committed to the Departmental Committee on Agriculture, Livestock and Co-operatives, just as it has been pointed out, the ESP projects cut across and have relevance to different Departmental Committees. The ESP projects have two components. One, many of those projects have stalled. Two, there are projects where contractors have been paid, but they have not completed even the work that has been paid for. So, it is important that as the Departmental Committee on Agriculture, Livestock and Co-operatives looks into this Petition, the Committee on Budget and Appropriations should be brought on board so that it can go deeper and investigate some of those anomalies that occurred under the ESP projects."
