    "content": "to do so and they endanger the lives of people. But most importantly, as we speak now, there is no uniform guideline on the scale of fees for engineering services. There is one for consulting engineers; another by the Ministry of Public Works. These rules, for the first time in the history of this country, were attempting to give a legal framework for the scales of fees for engineering practice in this country and terms of engagement between local engineers and foreign engineers. I would request the Leader of Majority Party and the Chair of Delegated Legislation, if these rules can be brought to the House because it is now more than two years and they have not yet come here for debate."
