    "content": "Thank you hon. Speaker, for giving me this opportunity to contribute. I want take this opportunity to also contribute on this Report of PAC. First of all, I do not know what has happened in the last three years. We are now doing postmortem and I do not know how this is going to help us. This is because I was expecting that the report we were going to get was for 2011/2012; but now we are doing a report that has actually been overtaken by events. I think so much has happened and we have even changed the Constitution. The financial management of the institutions and the framework has changed. Here we are doing a postmortem of what happened three years back. Hon. Speaker, much as that is also a problem; I think it is lack of discipline. It is indiscipline in the part of accounting officers. It is lack of patriotism and concentration and there is no loyalty. People just want to get money and go home. I was expecting that, with many things that have changed, I think this is with the past regime. I thought that as many things have changed, things will also change for better. I am looking forward to seeing a better report, having gone through a changed Constitution. Having said that, when I look at the pending bills; Kshs60 billion, that is almost a budget for some of the small countries around the region.
