    "content": "We have also recommended and we will be making a specific recommendation to the Budget and Appropriations Committee to link accountability to budgeting so that departments and Ministries that have not fulfilled the accountability obligation should have no business appearing before the Budget and Appropriations Committee to request for more funds. The same enthusiasm that Ministries have when they are defending their budgets and when they are spending public resources must be demonstrated when they are accounting for those resources.
