The first thing that ought to have been done, after the county governments were established, is to enhance their financial management capacity because that has not been done. Secondly, the county governments ought to look at their revenue generation measures. Where I come from, there is revenue and therefore, it is important that they deal with how to harness it. They should not always focus on what is coming from the central Government, but also tell us how they are generating it locally."
