    "content": "Thank you, Mr. Speaker, Sir. The Senator has asked a host of questions. First of all, he says that I did not come up with measures. If he listened to me very clearly, I outlined the measures the Ministry has taken; imposing quarantine, vaccinations and all that. I think it is not right to say that I did not come up with the measures to eliminate this outbreak. I did that and very eloquently so. On the issue of assisting the students, I think the hon. Member knows very well the provisions of the Fourth Schedule in our Constitution. We clearly know the roles of the national Government and the roles of the county government. This House is on the forefront of fighting to ensure that the county government is given its opportunity to play the role that is provided for in the Constitution. Therefore, where provisions are very clear, like in this case, I think it is important that we let the county government play their role. What we should be asking is for them to be facilitated. We should be pushing for them to be given enough resources to do this. With regard to this particular issue, the national government provides policy for that. Otherwise, implementation lies squarely with the county government. Mr. Speaker Sir, with regard to opening the markets, the livestock markets will only be opened after it is ascertained that the situation has been controlled.
