    "content": "Mr. Speaker, Sir, the Chairman in his last answer dismissed the request I had made that over 30, 000 students have lacked fees in secondary schools, colleges and universities which is a function of the national Government. It is not a function of county government as is stated in the Fourth Schedule. I want to encourage the Chairman to read it again so that he can realise that when I am asking this question, it is function No.16 of the national Government to attend to a problem like this. I am saying that the students are at home and they need to go back to school. Why has the Government not yet stepped in through the relevant departments, where necessary?"
