Temporary Deputy Speaker, a key point that I must talk about when we think about the debate on the wage bill and wastefulness in our Kenyan Civil Service and our Government system, is the role of the Kenya Revenue Authority (KRA). The KRA, we must give it credit that is due to it, especially in the time that the NARC Government came in under the leadership of President Kibaki and during the last ten years under the leadership and partnership with hon. Raila Odinga. The KRA raised its ability to collect taxes in this country from less than Kshs60 billion per year to about an average of Kshs900 billion per year. What I am arguing here, therefore, is that Kenya is not a poor country. Our Government is not broke and it does not need to be a broke Government. We need to get back to a place where all Kenyans pay their taxes. I commend Members of this House for gladly and willingly paying their taxes and to dissuade the myth that is created out there as we have seen in the media to demonize Members of this House as people who do not pay taxes. All hon. Members pay taxes. We need to get to a place where the KRA is collecting enough taxes and no corporations and companies have loopholes to escape paying their taxes and in the process rob the Kenyan people of the fair share they need to be getting to the Government."
