    "content": "Hon. Temporary Deputy Speaker, I want to start with one of the key reforms in the Public Finance Management Act. It governs operations of both the national Government and the county governments; I am sure my very good friend, who served as an accounting officer, Dr. Nyikal, will agree with me. What was supposed to be done by the essence of that reform was the creation of a Treasury single account, which was to be a guide in Budget preparation. It was supposed to create Treasury’s single account to regulate reporting to Parliament. There was serious consultation under that reform. There was sharing of information with the public. That Treasury single account was also a panacea for public debt management."
