"content": "What is sad about it is that in the current Constitution – this has been mentioned and it needs to be re-emphasized – allocations to the counties--- The Division of Revenue Bill will be dependent on the findings duly approved or ratified by this House. This is the case, yet we are not there. My Chairman is here, and I know that he will be paying attention once hon. Millie lets him free; we have discussed how we can copy a model from Rwanda, which has been tied seriously on budget allocations. This means that they are very current in terms of the audit trail. They are able to link it to the budget but we are not there yet. If we did that, everything would come to a halt. Hopefully in a year or so, we will catch up. I think the sentiments expressed here are a clear pointer to the Committee that we will have to double our efforts in order to do that."
