It is like a doctor who thinks that your problem is in your leg when it is in your head or he thinks he should cut off the right leg and he cuts off the right arm. We must pin down the problem. It is not the existence of the counties that has created this problem. They are simply benefiting from what their fathers have done; their fathers are the national Government and its institutions.
