    "content": "When I talk of initially, I refer to the VAT law that was repealed in August. This is a very small portion of the road-using motor vehicles, hence, exempting them from VAT would have minimal effect on revenue relative to the imputed social and economic benefits. We all know the social and economic benefits of ambulances. This will enable even our county governments to buy ambulances cheaply and put them in hospitals, so that those in the rural areas, or even in towns, who fall sick abruptly, can be transported to the nearest hospitals with ease.
