    "content": "The other issue that I wanted to raise is with regard to supply of water drilling services. These services were exempt from VAT under the old law, but are currently subject to VAT. The biggest percentage of the land mass of this country is either arid or semi arid. Provision of clean drinking water is a constitutional requirement.
