    "content": "Having said that, I also want to conclude by saying that no Kenyan should be forced--- I am talking on behalf of the parastatal chiefs because they have no way of expressing themselves. I think it is unfair to order them to take a salary cut. You cannot order anyone to take a salary cut. You can only ask someone to accept to reduce his salary but you cannot order anyone to take a salary cut. The issue of salaries and a ballooning wage bill is something of concern to this country and we need to be objective about it."
