"content": "Mr. Speaker, Sir, it is true that in the past, we have had those issues. In fact, you will recall that a number of contractors were paid and they never actually did the work. In the contracts that are drafted these days, we expect that the contractor will deposit a performance bond, in which case, if he does not perform, we execute the bond and recover the amount that he has already used. Also, we do not pay for any works until we have a completion certificate by a qualified engineer. Therefore, there is a no situation where we can have money paid before the actual works are done. I also want to assure the hon. Member that last week we passed the National Construction Bill which was, among other things, seeking to streamline the industry and ensure that the players within the industry have a proper and clear mechanism upon which their work can be evaluated."
