Temporary Deputy Speaker, while we might support a law that helps our people out there, let us not forget that the services that are rendered to this country by the Government can only be given if the Government receives enough revenue. For the last several years, I am aware that the KRA has not been able to achieve the targets that have been given by the Treasury. Even the Ministries, when it comes to Appropriations-in- Aid, have not been able to collect this money. So, we must be very cautious that we are talking about reducing the wage bill because the Government does not have money to invest in development, because most of our money is going to recurrent expenditure. On the other hand, we are reducing its revenue. As we debate this Bill and before it goes to the Committee stage, we need to think of whether there are other measures that we can introduce either through other laws or through this particular Bill to enhance the revenue of this Government. That is how we will carry out development in this country."
