"content": "Thank you, Mr. Temporary Speaker, Sir, for giving me this opportunity. I stand to support this Motion. Mr. Temporary Speaker, Sir, we know that there are organizations which have tried to carry out civic education, including Uraia, but the Motion is talking about comprehensive, well structured and systematic civic education. That is where we need to concentrate, because right now, the system has taken off and the participants, that is, the leaders and public, are not aware. That is why we have what we have now. The Governors are doing whatever they want and the MCAs are still behaving like the councillors in the old system. They are not checking the systems. The public is not aware of what they expect of this and so, there is need for all these people to be educated. For example, there are rights in the new Constitution for areas that we come from where we have community lands. The way the community land is to be governed under the new Constitution is very different. It gives the communities more say in whatever is done with that piece of land. They can even be allowed to register as community. But now we are not aware and the system is still operating as before. So, I support this Motion because once people are educated, then they will participate very well in the systems. Mr. Temporary Speaker Sir, I beg to support."
