    "content": "Mr. Temporary Speaker, Sir, mine is to thank all my colleagues who have contributed clearly and effectively. They have shown that they are really committed to the implementation of the Constitution of this country. If properly implemented, this Motion will be a milestone towards that because the basis of devolution is not the Senators or Governors but to give self-governance to the people so that they can govern themselves and manage their own affairs. They can only do that if they had power, and knowledge is power. They can only get this knowledge through civic education. I thank you all for your contributions."
